Michael Saylor: May Sell Some Bitcoin to Pay Dividends to Demonstrate Strategy's Viability

He stated that this move aims to verify that Bitcoin assets can support shareholder returns within a corporate financial framework.

Circle’s French subsidiary receives AMF approval to provide crypto-asset custody and transfer services across the European Economic Area

According to Crowdfund Insider, Circle’s French subsidiary, Circle Internet Financial Europe SAS (referred to as “Circle France”), received formal authorization from the French Financial Markets Authority (AMF) on April 20 to provide custody and transfer services for its stablecoins USDC and EURC across the entire European Economic Area (EEA). Under Article 60(4) of the EU’s Markets in Crypto-Assets Regulation (MiCA), this authorization enables Circle France to operate via the “passporting mechanism,” allowing customers in all EEA member states to access these services without requiring additional local licenses. Circle is the largest compliant issuer of electronic money tokens (EMTs) under MiCA regulation in the EU. The authorized custody services cover secure storage and management of clients’ crypto assets, while the transfer functionality supports seamless asset movement. Dante Disparte, Circle’s Chief Strategy Officer and Head of Global Policy and Operations, stated that this milestone reflects Circle’s commitment to operating within Europe’s regulatory framework and supporting the development of trusted digital financial infrastructure in France and across the EU. This authorization builds upon Circle’s prior authorization as an electronic money institution in France.

Strategy pauses Bitcoin accumulation last week, raises $82 million through equity offering

: According to market sources, Strategy has paused its Bitcoin accumulation while raising approximately $82 million through stock issuance. Its total Bitcoin holdings remain at 818,334 BTC.Analysts believe that despite the short-term pause in accumulation, Strategy continues to secure funding through capital markets, providing financial support for its long-term Bitcoin reserve strategy. This fundraising primarily relies on equity sale arrangements rather than debt expansion. The market is widely watching Strategy's first phased halt after consecutive rounds of accumulation, which may reflect a more flexible capital allocation strategy within the current price range. However, its overarching "Bitcoin balance sheet" strategy remains unchanged.

Morgan Stanley: It will still take time for Bitcoin to enter U.S. bank balance sheets, but preparations are already underway.

According to CoinDesk, Amy Oldenburg, Head of Digital Asset Strategy at Morgan Stanley, stated at the Bitcoin Conference in Las Vegas that U.S. banks may hold bitcoin on their balance sheets in the future—but the timeline remains uncertain due to guidance from the Federal Reserve, the Basel Accords, and global regulatory requirements. Meanwhile, Morgan Stanley’s recently launched MSBT—the first bank-issued bitcoin ETP—drew over $100 million in inflows within its first six days of listing, all sourced exclusively from self-directed investment channels and not yet made available to financial advisors. Oldenburg noted that slow adoption by the advisor channel stems primarily from an education gap; the bank has initiated internal training programs to address this and is applying for a digital trust charter from the Office of the Comptroller of the Currency (OCC) to support direct custody of crypto assets and spot crypto trading services.

BIT: There is a certain divergence in the performance of Strategy and Bitcoin, warranting attention to their relative performance

BIT has released a chart stating that the cumulative acquisition cost of Bitcoin currently held by Strategy (formerly MicroStrategy) is approximately $62 billion. Even though Bitcoin has been in a consolidation phase over the past two quarters, the company has continued to raise funds through capital markets and used the proceeds to increase its BTC holdings.Historically, the correlation between Strategy's stock price and Bitcoin's price has been relatively tight. During bull markets, Strategy's stock price is more sensitive to changes in Bitcoin's price, showing greater upward elasticity and often delivering more prominent relative performance. However, when market momentum weakens, the stock price can sometimes weaken earlier than Bitcoin.Currently, there is a certain divergence in the performance of Strategy and Bitcoin. If historical patterns still apply, such divergence is worth continuous attention. Should the two converge again in the future, it could imply an improvement in Strategy's relative performance compared to Bitcoin, but this change remains dependent on the overall market environment.

Bernstein: Cryptocurrency Market Shows Structural Strength; Bitcoin Poised to Enter a Longer-Term Bull Market

According to The Block, Bernstein analysts stated in their latest report that the fundamentals of the crypto market are continuously improving. Bitcoin’s recent low of $60,000 has formed a clear bottom, and with the current price approaching $80,000, a longer-term structural bull market is likely, driven by institutional demand. Bernstein analyst Gautam Chhugani highlighted the following key drivers: • Ongoing expansion of institutional channels: Morgan Stanley’s Bitcoin ETF and Charles Schwab’s spot Bitcoin/Ethereum trading platform have both recently launched; approximately 60% of Bitcoin supply has remained unmoved for over one year, indicating a stabilizing holder structure; • Persistent accumulation by Strategy: Its STRC perpetual preferred stock product has attracted yield-oriented investors, and its current holdings stand at 818,334 BTC; • Stablecoin demand hits an all-time high: Stablecoin supply has surpassed $30 billion, decoupling from the crypto market’s price cycle and reflecting sustained real-world payment and settlement demand; • Tokenized real-world assets accelerating growth: Tokenized private credit and Treasury assets now total $34.5 billion, representing a 110% year-on-year increase. Bernstein also cautioned that quantum computing poses a long-term potential risk, though it expects the blockchain ecosystem to have ample time to complete the transition to post-quantum security.

The European Blockchain Association, together with former European Central Bank officials, released a report calling for reforms to MiCA to enhance the competitiveness of euro-pegged stablecoins.

According to Blockchain for Europe, the European Blockchain Association, together with Dr. Ulrich Bindseil, former Director General of Market Infrastructure and Payments at the European Central Bank, and Erwin Voloder, the Association’s Director of Research and Strategy, jointly released the report “Reforming MiCA to Support Euro Stablecoins” on April 27. The report acknowledges MiCA’s significance as a landmark regulatory framework, while also pointing out that certain design choices may place Europe in an unfavorable zone of the regulatory “Laffer curve”—overly stringent requirements could undermine the competitiveness of EU markets and drive related business activities outside the EU. To address this, the report puts forward a series of targeted, pragmatic reform proposals aimed at enabling MiCA to foster a more competitive, resilient, and globally influential euro stablecoin ecosystem. It further calls on policymakers, industry participants, and all stakeholders to actively engage in discussions to collectively advance the continuous refinement of the MiCA framework.

Cardano Developers Reduce Community Funding Applications to $46.8 Million, Advancing Scaling and Bitcoin DeFi Strategy

According to CoinDesk, Input Output, the core development company behind Cardano, has submitted nine funding proposals totaling $46.8 million to the community treasury for fiscal year 2026—a sharp reduction of approximately 52% compared to last year’s $97.5 million—marking its first step toward gradually reducing reliance on community funds. The nine proposals center on two key initiatives: First, the Leios consensus upgrade, expected to boost Cardano’s transaction throughput by 10x to 65x and target over 1,000 transactions per second (TPS); testing is scheduled for June, with full deployment planned by year-end. Second, Pogun—a Bitcoin DeFi system enabling Bitcoin holders to borrow and earn yield via Cardano without entrusting assets to centralized custodians; its lending functionality is slated for public release in Q2. Voting is being conducted by roughly 1,000 democratically elected representatives (DReps), with ballots closing on May 24. The outcome will test whether the Cardano community now views Input Output as just another ordinary funding applicant. Meanwhile, Cardano’s newly launched stablecoin USDCx has achieved a circulating supply of 14.6 million tokens within weeks of launch, and the network’s total value locked (TVL) has risen from $137.5 million to $142.7 million.

Spark: Tightening Collateral Scope Leads to Business Loss but Ensures Liquidity Safety

According to monetsupply.eth, Spark’s Strategy Lead, in a post on X, Spark has long maintained a relatively high borrowing interest rate cap for its SparkLend ETH market. Although this policy caused many users to migrate to Aave—resulting in substantial loss of business and revenue—the current market liquidity crisis has validated the prudence of this strategy. Presently, Aave is experiencing severe liquidity shortages across multiple chains—including Ethereum Mainnet, Arbitrum, Polygon Plasma, Mantle, and Base—with ETH borrowing utilization reaching 100%. This has prevented depositors from withdrawing funds and hindered normal liquidation of ETH collateral. He warns that if the current liquidity crunch persists, a 15–20% drop in ETH’s price could expose Aave to widespread bad debt—compounded by the potential impact of the rsETH vulnerability incident.

Spark Strategy Lead: ETH Market Faces Liquidity Risk Due to Potential 10-15% Cut in rsETH-Backed Loans

Odaily News, Spark's strategy lead monetsupply.eth posted on X, stating that as the stablecoin market begins to face a liquidity shortage, the situation is entering a more dangerous phase, in my opinion. Approximately 16.5% of the ETH market is backed by rsETH. If losses on rsETH-backed loans are shared across the mainnet and external chains, they could face a 10% to 15% cut in emode, with the remaining 2% to 3% cut left for ETH suppliers to flatten the umbrella structure. ETH suppliers naturally tend to exit as soon as possible to avoid this risk, so utilization is locked at 100%, and the borrowing rate is insufficient to incentivize the repayment of unrelated LST loops (wstETH, weETH) to release liquidity. Since ETH cannot be withdrawn, users who borrowed stablecoins like USDT using ETH as collateral cannot close their positions even when stablecoin borrowing rates rise, which cuts off the typical incentive mechanisms that maintain market health. Currently, there are two unhealthy incentives causing market utilization to be locked at 100%:1) ETH holders cannot close positions to maintain a healthy LTV, and liquidators cannot atomically withdraw or sell collateral. A drop in the ETHUSD price could lead to bad debt.2) Users supplying USDT, in order to exit their holdings, tend to maximize borrowing of other stablecoins. This position is currently generating positive yield (temporarily), so the exit cost is low; if conditions worsen, they can recover at least 75% of the position's value. The bottom line is that for these pooled/restaking lending markets to function properly, liquidity must be maintained at all costs. The recent weakening of the slope2 for Aave's maximum borrowing rate is having a negative impact and significantly increasing the risk of cascading market failure.

Spark: The delisting of rsETH in January triggered strong backlash from ETH circular-leveraged users; it is now proven to have been a prudent strategy.

Monetsupply.eth, Strategy Lead of Spark Protocol, posted on X stating that in January this year, low-utilization assets such as rsETH were delisted, and the scope of acceptable collateral and protocol functionalities has been continuously tightened. At the time, this move triggered strong backlash from users employing “ETH circular leverage” strategies. Additionally, Spark has long imposed relatively high maximum interest rate caps on its ETH lending market. Over the past year, Spark has ceded part of its business and revenue to Aave—whose ETH borrowing rates at one point dropped to 10% or lower. However, amid the current market crisis, this strategy has proven more prudent: SparkLend still maintains ample ETH withdrawal liquidity, whereas Aave is experiencing liquidity strain—or even “locking”—across Ethereum mainnet and multiple Layer-2 chains including Arbitrum and Base. Monetsupply.eth further warned that, since ETH serves as the core collateral asset, when market utilization reaches 100%, liquidations of collateral will fail to execute normally. Liquidity exhaustion not only degrades depositors’ experience but may also pose systemic risk. Given Aave’s current liquidity shortage, a 15–20% drop in ETH’s price could trigger significant bad debt accumulation—exacerbated by potential fallout from the rsETH incident.
