Odaily report: A wallet suspected to be associated with the Binance hack incident received tens of thousands of ETH through a Uniswap contract and borrowed 19,762 ETH on Aave using approximately $60 million in USDT as collateral. On-chain records do not show any vulnerabilities in Uniswap or Aave.As of 22:07 UTC, the two wallets held approximately 253,000 ETH, worth about $570 million, with no outgoing transfers recorded. Aave has paused the Ethereum mainnet V3 market, and Kamino has also paused borrowing in the SOL/BTC market; Ripple has frozen approximately $200 million in RLUSD, and more than $2 billion in USDT and USDC has been frozen by stablecoin issuers. Bitcoin software wallet Electrum released version 4.8.3 on October 24, fixing a critical vulnerability. Malicious servers could exploit this vulnerability to tamper with unconfirmed transactions and redirect user funds to attacker addresses; the vulnerability affects all versions prior to 4.8.3.Attackers could intercept payments broadcast by users through compromised servers and inject fake conflicting transactions displaying zero fees. If users increase the fee on a transaction that appears stuck, the newly signed and broadcast transaction could send funds to the attacker's address. At least one user reported losing funds as a result on October 18.This patch verifies the signatures of the wallet's own inputs before adding unconfirmed transactions to the local record; transactions from external senders whose inputs do not belong to the user's wallet are still not subject to signature verification. Electrum developer SomberNight stated that closing this gap will require additional work. (Decrypt)
a notice updated by OKXICE TSV on October 23 listed 6 newly objecting companies, including Wells Fargo, Cisco Systems, Marvell Technology, Arm Holdings, Moderna, and Intuit. The total number of companies that have raised objections has increased to 22, up from 16 on October 19 and 9 on October 15. The notice did not state the reasons why the companies objected, nor did it explain the impact of the objections on whether the stocks can be traded on the platform.OKXICE TSV is a joint venture owned 50-50 by Intercontinental Exchange and OKX's U.S. holding company, and plans to allow approved users to trade tokenized U.S. stocks around the clock. Trading will be conducted through Uniswap v4 liquidity pools on OKX's XLayer blockchain and settled using stablecoins such as USDC.The notice disclosed that the platform suspends trading only when the underlying stocks are halted, has not set up other circuit breaker mechanisms, and has not established policies for handling issues related to blockchain transaction ordering. Smart contracts can be upgraded without prior notice to users, and the contract controlling trading eligibility has only undergone an internal audit. (Decrypt)

Odaily reports: Prediction market platforms Kalshi and Polymarket expanded ahead of the US midterm elections in November, with combined monthly trading volume reaching $53 billion in July, more than double the $26 billion recorded in May, with trading concentrated primarily in sports.Political trading accounted for a relatively small share, with Polymarket averaging about $2 billion per month this year and Kalshi under $300 million; as of July, trading volume around which party controls the House and Senate had exceeded $30 million. The US Commodity Futures Trading Commission (CFTC) had previously prohibited Kalshi from listing congressional control contracts and at one point proposed classifying election contracts as gambling. The agency withdrew the relevant proposal in February and on June 10 published a structured event contract framework proposal that would not classify elections as gambling. Kalshi launched its Midterms Hub the same month, displaying traders' implied probabilities for individual districts alongside polling averages.Chuck Todd, former NBC News political director and former host of Meet the Press, will host the NEXTPredict summit in New York on October 22–23. He said he hopes to understand the extent to which pollsters and prediction markets need and influence each other, and whether trading is used for hedging or entertainment. Research by the Anti-Corruption Data Collective found that a $3,500 bet could move 97% of midterm election-related market prices by at least 5 cents; Morgan Stanley, after studying more than 72 million Kalshi trades, found that prices closely tracked outcomes. Odaily reports: Mastercard has announced early access to its AI agent payment system, Agent Pay for Machines, and demonstrated actual transactions at the Cloudflare Connect conference. Built on the open protocol x402, the system allows AI agents to autonomously discover services, negotiate transaction terms, and complete payments, while operating under human-preset budget caps. When an agent accesses a paid service and receives a "402 Payment Required" response, it generates a digitally signed payment credential, which the service provider verifies before delivering the service; the credentials can be settled in batches. In the demonstration, a marketing agent completed 9 payments to two independent merchants under a single budget, without needing to register separate accounts or handle separate invoices. Coinbase provides wallet services, Base handles on-chain settlement, and BVNK supports fiat or stablecoin payments and settlement through Mastercard's Global Money Platform. Mastercard will also provide developers with buyer and seller APIs, SDKs, and a testing environment, and has already conducted end-to-end pilots with Cloudflare, AWS, Coinbase, and other organizations.
Odaily News: On October 12, the Bank of Russia added Sberbank, the country's largest bank, to the register of institutions authorized to trade digital currencies, allowing it to buy and sell cryptocurrencies in its own name and with its own funds. Six days earlier, Sberbank had been included in the list of digital custody institutions.Sberbank plans to launch its first cryptocurrency products on SberBank Online, SberInvestments, and SberBusiness starting December 1, initially supporting Bitcoin, Ethereum, and USDT issued by Tether. The exact launch timing depends on decisions by the Bank of Russia and the readiness of accompanying regulations.Under relevant laws, retail investors may trade no more than 300,000 rubles per year through a single intermediary and must pass a knowledge test; using cryptocurrencies to pay for goods within Russia remains illegal. Odaily News: The public chain Solana will launch the Alpenglow upgrade on its mainnet at approximately 15:00 (UTC) on October 21, completely replacing its validator consensus system. The upgrade will phase out TowerBFT, with the goal of reducing transaction finality from the current approximately 12.8 seconds to about 150 milliseconds.Alpenglow adopts Votor, which moves vote transactions out of blocks, allowing validators to communicate directly and generate certificates; final confirmation can be achieved in the first round with 80% or more stake support, while support rates between 60% and 80% will enter a second round of voting. After the upgrade, vote transactions will no longer be counted in blocks, and Solana's public transaction count and TPS will drop significantly, but actual activity will not decrease as a result. Ordinary users do not need to take any action, and the Solana Virtual Machine, transaction format, programs, and fees will all remain unchanged. The feature switch will be activated at epoch 1064, and TowerBFT will continue to run for approximately 5,000 slots, or about 18 minutes, after which Alpenglow will take over. Each vote account will need to pay an additional validator admission fee of 0.8 SOL, which will be burned; the launch date of the Rotor upgrade has not yet been announced. (Decrypt)
Odaily reports: Zcash full-node development team Zakura has stated that the network is expected to introduce a quantum-resistant signature opcode in January, enabling hash-based signatures for transparent payments. Zcash's transparent payments publicly display transaction information, while shielded payments hide the sender, receiver, and amount. The proposal combines address rotation with private information retrieval, allowing wallets to switch to a new address after each transaction and reduce public key exposure risk through WOTS hash-based fallback signatures. The Vizor wallet launched its private query feature this week, allowing users to enable it for testing in the settings.Zakura's proposal currently only covers Zcash transparent payments, and the network has not yet confirmed the activation time for the opcode. Ethereum researcher Justin Drake has warned that AI-driven mathematical breakthroughs could crack the relevant signatures in months rather than years; Vitalik Buterin believes it is possible that cryptographic technology could be broken within the next two years. Odaily News: The French National Assembly's Finance Committee this week approved two crypto tax amendments: starting January 1, 2027, converting MiCA-regulated stablecoins will be treated as a taxable sale; and a proposed exit tax on tax households whose total crypto asset value exceeds 800,000 euros and who relocate abroad. On October 9, the committee rejected the budget revenue section by a vote of 31 to 3. The full National Assembly will deliberate based on the government's original text, and the above amendments will not be automatically included. Supporters will need to reintroduce them during debates starting October 13, with the formal vote scheduled for October 20. The related measures have not yet become law.The stablecoin amendment was proposed by left-wing GDR party member Nicolas Sansu and 16 co-signatories, and applies to electronic money tokens as defined by MiCA. The amendment does not set a new tax rate, but instead seeks to include the relevant gains under France's existing 31.4% flat tax regime. The committee also approved an amendment proposed by Daniel Labaronne, allowing investors to carry forward crypto asset losses for 10 years to offset future gains. The proposed exit tax applies to taxpayers who have been French tax residents for at least 6 of the past 10 years and whose total crypto assets, including custody assets, exceed 800,000 euros in value. Odaily News: Starknet, the Ethereum scaling network built by StarkWare, has stated that it is actively considering transitioning into an independent Layer 1 (L1) network and has set 2027 as its target for becoming the first fully quantum-resistant network. STRK was trading at approximately $0.073 on Friday, up about 20% in 24 hours and more than double its price of around $0.03 in April.StarkWare CEO Eli Ben-Sasson said that after becoming an L1, Starknet would be able to control security upgrades on its own without waiting for Ethereum to advance related work. As a Layer 2 (L2) network, Starknet currently relies on Ethereum for security; after transitioning to an L1, it will validate and secure transactions itself.Eli Ben-Sasson pointed out that quantum computers may in the future break the elliptic curve cryptography used by Bitcoin and Ethereum, and that AI's development in mathematics also poses another risk. Ethereum's roadmap is expected to complete core quantum-resistant infrastructure around 2029, while Starknet plans to move that up to 2027; currently, no quantum computer is capable of breaking these systems. Odaily News: Crypto information platform Decrypt has launched Decrypt Money Accounts on Solana. Account balances are denominated in USDT and can be used across products including Earn, Swaps, Predictions, and Perps. The platform covers gas and rent fees through fee-payer co-signing, so users do not need to hold SOL or handle network fees. The account uses a self-custody model. Decrypt does not hold users' private keys and cannot execute transactions on their behalf. Users can deposit funds through multiple payment methods. A private key export feature is expected to be available shortly, after which accounts can be connected to any Solana wallet software.Cross-chain operations are handled at the platform's underlying layer. For example, Myriad Predictions markets settle on BNB Chain, yet users can still trade using the same Solana USDT balance without bridging or switching networks. Existing Myriad Wallet users can use the service directly without migration.Decrypt Money Accounts will serve as the underlying channel for The Information Exchange, connecting Decrypt, Myriad, and the upcoming MYR. The platform will subsequently expand prediction markets into instruments such as spot, perpetual futures, and structured event products. (Decrypt)
According to Decrypt, Europol released a report on Wednesday stating that cryptocurrency wallets are the primary exposure points for quantum computing threats. Attackers can derive private keys from publicly exposed on-chain public keys and transfer assets, while underlying hash functions are largely quantum-resistant. The report notes that approximately 30.2% of BTC (6.04 million coins) public keys have already been exposed on-chain, recommending a phased industry transition to post-quantum cryptography, and calling for proactive preventive migration of related assets prior to an attack.
Odaily reports: Europol released two reports on Wednesday, urging organizations, policymakers, and the cryptocurrency industry to immediately prepare for the threat of quantum computing. Its European Cybercrime Centre noted that cryptocurrency wallet keys are the primary exposure point for quantum attacks, while the hash functions used to secure blockchains currently remain largely quantum-resistant.The reports state that a sufficiently capable quantum computer could derive private keys from exposed public keys, enabling attackers to transfer assets without authorization. Wallets whose public keys have already been exposed on-chain cannot be protected retroactively; holders need to migrate their assets to new wallets before an attack occurs.Glassnode estimated in May that 6.04 million BTC, representing 30.2% of the issued supply, have exposed public keys. The reports note that NIST-standardized post-quantum signatures are 10 to 120 times larger than the ECDSA signatures currently used by Bitcoin, and migrating all Bitcoin unspent transaction outputs would require at least 76 cumulative days of downtime.A second report published by Europol points out that commonly used protocols such as TLS, SSH, and OpenPGP face "harvest now, decrypt later" risks, but there is currently no clear evidence that this approach has been exploited at scale. The report argues that for payments, immediate interception within the brief window before transaction confirmation poses a more direct quantum risk than post-hoc decryption. (Decrypt)
According to Decrypt, Ledger announced at the TOKEN2049 conference in Singapore the launch of its self-custody lending feature, "Crypto Loan". Eligible users can borrow stablecoins USDC or USDT through their wallet application by using wrapped Bitcoin (cbBTC or wBTC) as collateral, without transferring funds to centralized lending platforms or selling the underlying assets.
Odaily reports: Hardware wallet company Ledger announced at TOKEN2049 in Singapore the launch of a self-custodial lending feature within its wallet app called Crypto Loan. Eligible users can use cbBTC or wBTC as collateral to borrow USDC or USDT.Users can open and manage loans directly within Ledger Wallet, track loan-to-value ratios, add collateral, repay loans, or increase borrowing. Key operations must be confirmed via hardware on a Ledger signing device before execution. The feature is powered by decentralized credit network Morpho, with Yield.xyz as the technology service provider. Ledger also announced that its signing devices can connect directly to Morpho without the need for browser extensions or software wallet connection protocols.Crypto Loan has begun rolling out to eligible users, with broader coverage to follow. If the price of collateral assets drops significantly, the related collateral may be subject to forced liquidation. (Decrypt)
Odaily News: Spanish police have arrested a 16-year-old Romanian national in Alicante on suspicion of being the administrator and primary operator of the KillSec ransomware group. Europol stated that law enforcement agencies have seized control of the group's servers and leak site, and preserved at least 110 TB of stolen data. The operation involved searches at 8 residences across Spain, Greece, Romania, and the United Kingdom, investigating approximately 1,000 suspected attacks worldwide, of which about 500 have been confirmed successful. Two other suspects in their 20s were arrested in the UK and Romania respectively, while a Dutch national residing in the UK was indicted and arrested in Puerto Rico, awaiting extradition.KillSec has been active since around 2024, often demanding ransoms in cryptocurrency and carrying out double extortion through encrypted servers and threats to publish stolen data. Investigators are tracing the group's proceeds, including cryptocurrency; Europol's European Cybercrime Centre provided cryptocurrency tracing and digital forensics support. (Decrypt)
Odaily News: The U.S. Commodity Futures Trading Commission (CFTC) is investigating former U.S. Republican Congressman Adam Kinzinger for using a Kalshi account on a prediction market platform to bet on whether he would receive a presidential pardon. The trades occurred between December 2024 and January 2025.Kinzinger confirmed that he participated in contract trading related to his own pardon and whether Biden would issue a preventive pardon, stating that he made approximately 25 trades, with the majority resulting in losses overall, and that the related trading generated a profit of $823. He denied any wrongdoing, saying he did not possess non-public information. (Decrypt)
Odaily News: The U.S. Securities and Exchange Commission (SEC)'s Division of Corporation Finance has updated its cryptocurrency FAQ, stating that when a network is already functional, announcing token buybacks does not constitute a commitment to "key managerial efforts."The SEC further stated that maintaining, upgrading, or expanding a functional network, as well as promoting the network's existing functionality or making broad visionary statements that do not involve profits, do not satisfy the relevant conditions of the Howey test. The SEC noted that if a network is not yet functional, an issuer promoting token buybacks as a source of income or returns for holders may still trigger the application of securities laws.
