White House Crypto Advisor Patrick Witt: Remains "Optimistic and Bullish" on Clarity Act Passage

According to Odaily, Patrick Witt, the White House's chief crypto advisor, stated that despite ongoing controversies surrounding stablecoin yields and conflicts of interest involving Trump's crypto holdings, he remains optimistic that the Clarity Act will ultimately become law.Speaking at the SALT annual conference in Wyoming on Tuesday, Witt noted that lawmakers are currently in the August recess and are expected to return to Washington in mid-September. Senate Majority Leader John Thune has scheduled a procedural vote on the bill for September 15.Witt said the White House will sit down with Democrats to discuss points of disagreement and work to secure solid votes by September 15. He expressed that he is "genuinely optimistic and bullish" on the bill.The Clarity Act, spanning over 600 pages, aims to establish a comprehensive federal regulatory framework for the U.S. crypto industry, but has faced multiple setbacks over the past few months. Key disputes currently include how to treat stablecoin yields, as well as Democratic concerns over conflicts of interest involving Trump and his family's crypto business ventures.Overall, the September 15 vote will be a critical juncture for whether the Clarity Act can continue to advance. While the White House is attempting to send positive signals, the bill still requires bipartisan support, particularly in reaching compromises on issues such as stablecoins, ethics provisions, and regulatory division of labor.

Due to sanctions, NoOnes will gradually wind down its operations

Odaily News: Peer-to-peer cryptocurrency trading platform NoOnes announced that it will begin gradually winding down operations after running for over three years. The company stated that it had been continuously seeking to resolve and lift the sanctions imposed on NoOnes, but ultimately failed. The sanctions caused the platform to lose key partners, and blockchain monitoring firms also flagged transactions associated with NoOnes as high-risk, making it increasingly difficult for the platform to continue normal operations. According to the plan, the business contraction began on August 17, and the P2P marketplace will close at 23:59 UTC on August 21. Services such as Swap, NoOnes Visa, fiat withdrawals, the gift card store, and the Bitcoin Lightning Network will also be discontinued progressively. After that, the platform will only support withdrawals, and users will still be able to log in, view balances, and withdraw remaining assets. The company advises users to complete asset withdrawals as soon as possible, no later than August 23. Previously, on January 26, 2025, NoOnes revealed that the platform had suffered a major security breach earlier that month, resulting in losses of approximately $8 million in crypto assets. CEO Ray Youssef confirmed the news after on-chain detective ZachXBT disclosed the hacking incident on his Telegram channel.

RWA DeFi Deposits Surpass $3.98 Billion, 6x Growth in One Year

According to Cryptopolitan, data from the on-chain data platform DefiLlama shows that as of August 18, the active deposit size of Real World Assets (RWA) in DeFi protocols has reached $3.98 billion, representing an approximately 6-fold increase compared to $651 million a year ago; three years ago, this figure was only $12 million. Analysis points out that such products are designed specifically for institutional cash management, where holders pursue treasury yields rather than lending capabilities; tokenization only improves settlement efficiency and does not convert them into collateral.

Ethereum Foundation Warns: Glamsterdam Upgrade May Cause Some Tools to Fail

According to Cointelegraph, the Ethereum Foundation Protocol DevOps team issued a warning that due to significant adjustments to the Ethereum gas model in the upcoming Glamsterdam upgrade, some wallets, indexers, and gas estimators may experience malfunctions. Any tools relying on hardcoded maximum Gas limits will face the risk of becoming non-functional and need to be updated as soon as possible. EIP-8037 will introduce an independent "state Gas dimension" to handle operations that create new state—transfers to existing accounts will still be 21,000 Gas, but transfers to new accounts will incur additional state Gas fees. The Foundation recommends developers complete system testing on the public testnet Plataberget (launched on August 13) as soon as possible. The Glamsterdam fork is scheduled to activate on this testnet this Thursday, subsequently deployed to the Sepolia and Hoodi testnets, and finally launched on the mainnet. This upgrade also covers the Proposer-Builder Separation (PBS) mechanism, block-level access lists, as well as increases in contract and initialization code size limits.

Ethereum Foundation: Glamsterdam Upgrade May Break Some Wallets, Indexers, and Gas Estimation Tools

He stated that the Treasury hopes to support innovation and development by U.S. companies by providing regulatory certainty, while consolidating the U.S. dollar's status as the global reserve currency and positioning the United States as a global hub for crypto assets.Under the GENIUS Act, starting January 18, 2027, any entity seeking to issue payment stablecoins in the United States will generally be required to obtain an appropriate federal or state license. Additionally, digital asset service providers will generally be prohibited from offering, selling, or distributing payment stablecoins issued by foreign entities to the U.S. market, unless the foreign issuer has the technical capability to comply with U.S. regulatory requirements and can adhere to relevant arrangements reached between the United States and the issuer's jurisdiction.Starting July 18, 2028, the Act further requires that digital asset service providers generally may not offer or sell payment stablecoins to "U.S. persons" unless the relevant stablecoins are issued by a licensed issuer.The Treasury's draft rules primarily provide regulatory interpretation on two key issues: first, clarifying what constitutes "issuing payment stablecoins in the United States" to help issuers determine when they need to obtain a license under the GENIUS Act; second, clarifying what constitutes "offering or selling payment stablecoins to U.S. persons" to provide compliance guidance for companies participating in the U.S. stablecoin market.The U.S. Department of the Treasury stated that the public comment period will last 60 days following publication in the Federal Register, during which the public and industry participants may submit comments.
