New Hampshire Signs "Blockchain Basic Law", Further Solidifying Its Status as a Crypto-Friendly State

According to Decrypt, New Hampshire Governor Kelly Ayotte signed HB 639, the "Blockchain Foundation Act," last week, providing comprehensive legal protection for blockchain developers, miners, validators, and crypto users, and allowing for the establishment of a specialized blockchain dispute tribunal within the Superior Court. Keith Ammon, a state representative and the bill's primary sponsor, stated that this move aims to protect the fundamental rights of individuals to control digital assets through self-custody and to provide a clear legal framework for next-generation fintech enterprises, attracting entrepreneurs, investors, and developers to the state. Previously, New Hampshire became the first state in the U.S. to pass a strategic Bitcoin reserve bill in May 2025, allowing the state treasury to invest up to 5% of public funds in Bitcoin and precious metal assets such as gold and silver.

Tencent in Talks to Acquire Manus: Sources Say It Will Retain Minority Shareholder Status

According to Southern Metropolitan Daily, Tencent is negotiating to become the largest shareholder of general AI Agent company Manus. A consortium of Chinese capital led by Tencent plans to repurchase all equity of Manus from Meta at a valuation of approximately 2 billion USD. However, sources familiar with the matter revealed that upon completion of the transaction, Tencent will still maintain a minority shareholder status and will not hold a controlling stake. Manus is an AI Agent product launched by Butterfly Effect Company. It went viral overnight in China in March 2025, and its annualized revenue has exceeded 100 million USD. Previously, Meta announced the acquisition of Manus, but due to the intervention of the Ministry of Commerce and the foreign investment security review mechanism, the acquisition was legally prohibited and required to be revoked in April 2026. This repurchase by Chinese capital marks the subsequent progress following the halt of the acquisition.

CFTC Chair: Illinois Crypto "Sin Tax" Legislation Could Threaten Chicago's Financial Center Status

U.S. Commodity Futures Trading Commission (CFTC) Chair Mike Selig posted on X platform, stating that Illinois' legislation imposing a so-called "sin tax" on blockchain technology could jeopardize Chicago's future status as a financial market center. The bill even taxes the transfer of crypto assets that have not generated any economic gains. Mike Selig described it as "slow-down legislation" and said the bill would turn residents' property rights from "inherent rights" into "permission-based privileges."Mike Selig added that, against the backdrop of blockchain technology continuously reshaping financial markets, choosing to tax crypto wallets over policy options that drive economic growth may historically be seen as a turning point for Chicago's financial development, or even a sign of decline.

French AMF Revokes Vancelian's PSAN Operator Registration Status

The French Financial Markets Authority (AMF) announced that, effective from June 30, 2026, it will revoke the Digital Asset Service Provider (PSAN) registration of AUTOMATA France SAS (operating Vancelian.com). The regulator noted that the company engaged in crowdfunding activities without obtaining the necessary authorization, reflecting that its management and significant shareholders failed to meet integrity and competence requirements.

US CFTC Chair Clarifies Perpetual Contract Controversy: No Fixed Maturity Date Does Not Affect Futures Status, Funding Rate Mechanism Aids Price Anchoring

U.S. Commodity Futures Trading Commission (CFTC) Chair Mike Selig posted on X to clarify several misunderstandings regarding perpetual futures contracts and to address the controversy surrounding the CFTC's recent approval of related contracts.Mike Selig stated that the Commodity Exchange Act and relevant CFTC rules do not explicitly require a "futures contract" to have a fixed maturity or delivery date. Since Congress has not clearly defined the term, futures contract classification primarily relies on judicial precedent and CFTC interpretations, and a fixed maturity date is not a necessary condition.Regarding the claim that "the BTCPERP contract approved by the CFTC allows U.S. users to use 250x leverage," high leverage is not an inherent characteristic of the perpetual contract structure itself, but rather a feature of previous offshore trading platform models. Perpetual contracts regulated by the CFTC will adhere to the same leverage limits as other regulated futures products.In response to criticism that "the CFTC did not provide industry participants with an opportunity for input and feedback," the CFTC issued a public request for comment on "perpetual contracts" and "24/7 trading" in April 2025 and received over 100 responses from industry participants, including several CFTC-registered entities. Furthermore, addressing concerns that the funding rate mechanism could incur high costs and induce adverse market behavior, when considering the costs of opening and rolling over traditional term futures contracts, the annualized holding cost of perpetual contract funding rates is generally comparable to that of traditional futures. In fact, the funding rate mechanism helps maintain the contract's price anchor to the spot market and serves as a market disciplining force.
