韩国出台低 PBR 企业规则，首批名单 11 月公布，长期低估值公司将被“打标签”

据韩媒 NATE 报道， 韩国金融委员会与韩国交易所公布低市净率（PBR）企业公示制度细则，拟将韩国主板（KOSPI）各行业 PBR 排名后 25%、创业板（KOSDAQ）后 10%的上市公司纳入公示范围，以督促企业提升股东价值。根据方案，披露包含低 PBR 改善措施的企业价值提升计划后，可获得 1 年公示豁免；但连续 6 年处于低 PBR 区间的企业，即使已披露改善计划，仍将被列入名单。 韩国交易所预计，最终公示企业约 220 家，占两大市场上市公司总数的 5%至 10%，其中约 120 家长期低 PBR 企业将无法享受豁免。首批低 PBR 企业名单计划于 11月 2 日公布，并将在交易所公告网站及券商交易系统中标注“低 PBR”标签。

KRX Tightens Regulation on Technology Exception Listings, "Crypto Industry Backdoor Listing" Path Blocked

According to Digital Asset, the Korea Exchange (KRX) announced revisions to listing rules, stipulating that if technology special listing companies change their main business purpose within 5 years after listing, they will be included in the scope of substantive delisting review. This move primarily targets cases where some biotechnology and other enterprises, after listing on KOSDAQ via technology special exemption, transform their main business into digital asset investment or virtual asset treasury (Crypto Treasury). KRX clearly pointed out that such changes indicate that the original technological capability and growth potential are no longer valid, necessitating a delisting review. In addition, special listing companies must mandatorily disclose corporate value enhancement plans during the listing exemption period to protect investors' right to know. This revision also covers the expansion of quality inspection standards for innovative enterprises, the establishment of a disclosure system for low PBR companies, and the improvement of systems related to multiple voting rights stocks.

KOSPI Plunges Over 14% in a Single Week; Multiple Brokerages Say Nearing Short-Term Bottom, but Rebound Still Hinges on AI Credit Risks

According to Yonhap News Agency, the KOSPI fell more than 14% last week, pulling back 37.8% from its peak over the past two years. The 12-month forward price-to-earnings ratio (PER) has dropped to 4.6 times, approaching levels observed during previous stabilization phases following short-term sharp declines. Yuanta Securities suggests that the bottom for both sentiment and capital flows lies near the 5,500 mark. Hana Securities forecasts a "W-shaped" trajectory for the index, projecting a secondary bottom around 5,300 points, with the level corresponding to a 1.0x price-to-book ratio (PBR) estimated at approximately 5,150. Hyundai Securities noted that attention should be focused on support at July's intraday low of 5,262 this week; if breached, the next key level will be 5,000. Regarding capital flows, foreign investors have maintained a streak of net selling in KOSPI for six consecutive months since May. According to Kiwoom Securities, they net sold more than 11 trillion KRW last week, primarily concentrated in the semiconductor sector. Kiwoom Securities projects the KOSPI will trade within a 5,200–5,900 range this week, noting that the strength of any rebound will hinge on earnings reports from U.S. tech giants such as Meta and shifts in the credit risk profile of AI-related firms. Investors will turn their attention to Meta's earnings release on the 21st (local time) to assess whether its AI investments can successfully translate into revenue and profitability. Multiple brokerage houses believe that stabilization in U.S. semiconductor equities, easing credit risks for AI firms, and a reversal of foreign capital flows into net buying are the key variables determining whether the KOSPI has truly bottomed out.
