Mastercard is expanding its settlement network to support regulated stablecoins, planning to introduce stablecoin settlement, intraday settlement, as well as weekend and holiday settlement services to meet the demand for real-time fund movement.According to the introduction, the new settlement framework will operate in parallel with the existing fiat settlement system, providing financial institutions with more flexible liquidity management solutions. The first supported stablecoins include Circle-issued USDC, Paxos-issued PYUSD, USDG and USDP, Ripple-issued RLUSD, and SoFiUSD.The related services will cover blockchain networks such as Ethereum, Solana, Polygon, Base, Arbitrum, and XRPL. These platforms leverage Paxos's capabilities to offer users crypto asset buying, selling, and custody services. This initial partnership is focused on enterprise clients, and it remains unclear whether it will expand to consumer-facing applications in the future. In October 2019, the SEC issued a no-action letter to Paxos, permitting a pilot for blockchain-based U.S. stock settlement services, which went live in February 2020. Paxos stated that the pilot achieved same-day settlement, reduced costs, and improved operational efficiency within a regulated framework. Stablecoins and digital assets issued by Paxos include PayPal USD, Global Dollar, and Pax Gold. The SEC issued a Wells Notice to Paxos in 2023 regarding the issuance of Binance USD and concluded its investigation in 2024. However, infrastructure, privacy protection, and real-world use cases remain the core challenges facing the industry.Richard Harrison, Vice President of Banking and Payment Partnerships at MoonPay, noted that the GENIUS Act provides a "license" for enterprises to enter the stablecoin space, making it easier for traditional financial institutions to participate in the stablecoin market. He pointed out that stablecoins can significantly improve the efficiency of cross-border payments, but their share in global remittances remains low, predicting it could rise to approximately 10% in the next five years.Jack McDonald, Senior Vice President of Stablecoins at Ripple, stated that institutional clients are more focused on regulatory compliance, custody security, and trusted counterparties, rather than simply the market capitalization of stablecoins.
