According to Digital Asset, South Korea’s National Tax Service issued its latest official interpretation on August 28, clarifying that even if an overseas virtual asset exchange has declared bankruptcy, residents holding accounts at such exchanges are still legally required to fulfill their overseas financial account reporting obligations. Previously, an applicant questioned whether reporting was still mandatory after holding an account at an overseas exchange that went bankrupt in November 2022, prompting a clear response from the tax authority. Under Article 53 of the Act on International Tax Adjustment, anyone with an overseas financial account balance exceeding 500 million KRW at the end of any month in a given year must file a report with the tax office in June of the following year. Virtual assets have been included in the reporting scope since 2023.
Odaily News – The Gwangju Metropolitan Police Agency in South Korea arrested 4 Uzbek nationals in April under the Prohibition of Funding for Terrorist Acts Act. Among them, the principal suspect has been indicted, detained, and is standing trial, while the other 3 are under investigation without detention; one individual has been placed on an Interpol Red Notice.Police allege that between August 2024 and April 2025, the principal suspect transferred 4,267 USDT in 7 separate transactions to Katibat Tawhid wal Jihad (KTJ), a Syria-based organization. Founded in 2014, KTJ is primarily composed of Central Asian militants and has been designated as a terrorist organization by both the United Nations and the United States.The investigation shows that the principal suspect also received cryptocurrency from KTJ and used it to purchase 11 used cars and 2 excavators, with a total value of 170 million KRW (approximately $121,000), and shipped the vehicles to Syria. The other 3 individuals are suspected of assisting with the procurement and export.Police stated that this case, which involves receiving cryptocurrency from a terrorist organization, purchasing and supplying vehicles, is the first of its kind in South Korea. The investigation also revealed that the principal suspect used 3 personal wallets and deposited vehicle payments into an account under his spouse's name. The case remains under investigation. According to South Korean media outlet Digital Asset, the Seoul Central District Court ruled on August 27 that Bithumb won an unjust enrichment restitution lawsuit against a user, ordering them to return the proceeds from the sale of mistakenly sent Bitcoin. The case involves approximately 194 million KRW and is one of four independent lawsuits filed by Bithumb following a February BTC mis-issuance incident this year; the amounts involved in the remaining cases are approximately 500 million KRW, 14.8 million KRW, and 5 million KRW, respectively. Previously, Bithumb had mistakenly distributed 620,000 BTC to users as part of an activity reward program and subsequently launched a recovery initiative. In March, the exchange reported to the National Assembly that nearly 99% of the remaining unrecovered 1,788 BTC had been successfully reclaimed. The first ruling, which affirms the exchange's right to recover proceeds from the sale of mistakenly issued assets, may increase the likelihood of Bithumb prevailing in the other three cases.

Policy financing contributions increased 58.3% year-on-year, while the private sector grew 28.1%, with private funds accounting for over 80% of total venture capital fund commitments.
