Odaily News The Ministry of Science and ICT and other relevant government agencies, together with industry players, established the AIDC Alliance on July 29, with plans to cultivate Korea's AI data center ecosystem as a national strategic industry. The initiative includes building 18.4GW of AIDC infrastructure, cross-ministerial financial support, and the formation of a working group to promote packaged exports for global industrialization. Morgan Stanley recently defined AI infrastructure as a system comprising seven value chain segments: semiconductor processes, NPUs, CXL and memory server components, server integration, networking, internal power and liquid cooling, and external power and grid infrastructure. The Korean proposal suggests placing government-funded research institutions at the center of AIDC full-stack technology development and comprehensive pilot projects, with organizations such as KIST, ETRI, KISTI, KIMM, KERI, and KIER covering areas including semiconductors, AI chips, supercomputing, liquid cooling, power grids, and distributed power generation. The proposal also recommends designating the "K-AIDC Full-Stack Integrated Pilot Project" as the first national strategic research task following the abolition of the PBS system, aiming to develop a liquid-cooled, NPU-integrated, grid-connected modular AIDC reference system with over 50% domestic NPU adoption within three years, while establishing a nationally certified pilot center.

The Gallup survey shows that 47% of U.S. employees stated that their organizations have adopted AI, higher than 41% in the previous quarter. Semiconductor revenue is expected to reach $834 billion by the end of 2026; AI-related hardware investment has surpassed 2022 levels, reaching $463 billion, accounting for 1.4% of GDP. Data center-related construction jobs have increased by 290,000 since 2022, with an average monthly increase of about 14,000. Layoffs caused by AI cumulatively reached 102,000 in the first half of the year. Goldman Sachs believes that AI is moving from the proof-of-concept stage to the actual deployment stage, economic penetration is accelerating, but the labor impact remains concentrated in specific industries. Academic research shows that AI boosts productivity by an average of about 23%, and industries with higher adoption rates have shown signs of accelerated productivity growth. Goldman Sachs' judgment is that AI is reshaping the economic structure, and the market may be underestimating the depth of AI's integration into the economic system. Goldman Sachs Research Report Analysis: Corporate AI adoption rate rose to 21.5%, data center construction jobs increased by 290,000.
According to Forbes, Siemens' latest "Infrastructure Transformation Monitor" (ITM) shows that against the backdrop of rising operating costs and stricter ESG compliance requirements, digital infrastructure and AI are gradually becoming core tools for commercial real estate portfolio management. The report shows that 52% of commercial real estate leaders expect digital technology to bring significant productivity improvements, and 59% of respondents expect AI to deeply reshape building operation models within the next three years, with main application scenarios covering predictive maintenance, HVAC optimization, automatic fault detection, and energy management. However, currently only 37% of organizations have reached maturity in digital system integration, and 36% of organizations stated they are scaling AI and digital twin technology; fragmented data environments and insufficient system interoperability remain the main bottlenecks. The report cites the practical case of the Pennsylvania Convention Center: the center reduced energy consumption by 18% through digital transformation, achieving approximately $686,000 in operating savings, and successively obtained LEED Gold and GBAC STAR certifications, confirming the substantive role of digital investment in reducing operating costs and enhancing the long-term value of assets.
Odaily News, "White-Haired Stock God" Serenity stated that Lumentum CEO Michael Hurlston has issued a warning that the indium phosphide (InP) laser supply chain for AI data centers is facing a more severe supply gap than memory chips. Even with Lumentum's five InP wafer fabs, product shipments could still fall more than 30% short of customer demand, indicating that AI infrastructure expansion is encountering a critical bottleneck in key optical communication components.Serenity pointed out that current supply pressure is mainly concentrated in the EML (electro-absorption modulated laser) segment, but the InP laser shortage could continue to spread. He remains bullish on the "bottleneck investment" opportunities in the optical communication laser supply chain, keeping an eye on companies including Applied Optoelectronics (AAOI), Sivers Semiconductors (SIVE), Lumentum (LITE), and Coherent (COHR). As AI data center capital expenditures continue to rise, optical modules, lasers, and other infrastructure segments that were previously undervalued by the market are now undergoing repricing, and the InP laser supply bottleneck could become a key limiting factor in the expansion of AI computing power.
: Galaxy posted on the X platform, stating that Galaxy is expanding its data center footprint. It has signed a development agreement and acquired 500 acres of land in McGregor, Texas, for the construction and operation of an AI and HPC data center campus. SemiAnalysis stated on X platform that traditional backup power equipment for data centers——Reciprocating Engines——are transitioning from an "emergency backup" role to a primary round-the-clock power source to meet the massive electricity demand driven by AI computing expansion.SemiAnalysis points out that in the past, data centers typically only activated on-site reciprocating engine backup power during grid failures, operating for just a few hours annually. However, with increasing grid capacity constraints, more data centers are repurposing these devices for Prime Power, enabling continuous electricity supply.According to SemiAnalysis' energy model estimates, manufacturers of reciprocating engines, including Caterpillar, INNIO, and Cummins, are expected to have signed approximately 1 GW in Behind-the-Meter (BTM) project orders this year; order volumes for 2027 and 2028 are each projected to exceed 4 GW.SemiAnalysis notes that current order volumes are still very limited compared to future potential demand. After modeling US grid constraints, they found that existing power supply margins are expected to be exhausted between 2027 and 2028, and planned utility-scale new generation capacity through 2030 is insufficient to meet the growing data center load demand.Based on its data center model, SemiAnalysis estimates that approximately 140 GW of identified data center projects still need to sign power supply contracts and may adopt behind-the-meter power supply models.Among the technologies available for behind-the-meter power supply, including reciprocating engines, aeroderivative gas turbines, and fuel cells, SemiAnalysis expects reciprocating engines to capture the largest share. The institution believes that reciprocating engines offer the best balance between cost and deployment speed, while also providing modular advantages that support phased data center expansion. Compared to fuel cells, they boast higher commercial maturity and financing feasibility. As manufacturers ramp up production capacity in the coming years, reciprocating engines are poised to become critical infrastructure for AI data centers to solve power bottlenecks.SemiAnalysis states that AI computing growth is driving data centers to shift from relying on traditional grid power to a hybrid model of "grid plus self-owned energy," with energy infrastructure emerging as a new core constraint for AI industry expansion.
one year after the U.S. House of Representatives passed the Clarity for Digital Assets Act (CLARITY Act), the bill remains stalled in the Senate, facing opposition from the banking industry and partisan divisions. Supporters anticipate a potential vote before the Senate's August recess. Industry organizations Coin Center and the Blockchain Association have identified Section 604 as a key provision for protecting open-source innovation. This provision aims to prevent non-custodial blockchain developers, node operators, and validators from being classified as federal money transmitters. Stefan Muehlbauer, Head of U.S. Government Affairs at CertiK, stated that removing Section 604 could conflate software development with financial services, subjecting developers to the Bank Secrecy Act and triggering First Amendment-related constitutional challenges. Iana Dimitrova, CEO of Openpayd, noted that the expanding use of stablecoins for cross-border value transfer has made the need for a federal regulatory framework more apparent. The bill also addresses accounting standards, acknowledges the rescission of SEC Staff Accounting Bulletin SAB 121, and prohibits the SEC from reimposing equivalent crypto custody accounting requirements without a full notice-and-comment rulemaking process. Mark Zalan, CEO of Gomining, pointed out that Bitcoin still faces regulatory gaps, such as tax treatment.
one year after the US House of Representatives passed the CLARITY Act, the bill has still not moved forward in the Senate. On July 17, House members held a hearing at Federal Hall National Memorial in New York to discuss how the bill could establish clearer rules for the digital asset market. House Majority Whip Tom Emmer stated that nearly 80 Democrats joined Republicans in passing the CLARITY Act, but the Senate has yet to make measurable progress. Participants in the hearing included representatives from Nova Labs, Bullish, WisdomTree, and Coin Center. House Financial Services Committee Chairman French Hill noted that even with the GENIUS Act and dollar-backed stablecoin laws in place, without a market structure bill, the digital asset ecosystem still lacks the rule system needed to support its operation. Senator Cynthia Lummis said on July 14 that the Senate version of the CLARITY Act is ready, and the text of the bill will be released within days.
According to TechFlow Research, Goldman Sachs' July 16 energy storage report pointed out that electricity demand from data centers is surging, traditional grid expansion requires four to eight years, and energy storage has become the fastest solution with a 12 to 18-month deployment cycle. Goldman Sachs estimates that by 2030, behind-the-meter energy storage opportunities in the US will bring about 50GWh of increment, plus 11GWh from 800V DC data centers, total US energy storage deployment will reach 172GWh, significantly upwardly revised from the previous 112GWh. Globally, annual energy storage installations are expected to reach 2100GWh by 2040. Goldman Sachs believes energy storage is transitioning from renewable energy supporting equipment to a necessity for AI infrastructure, which will change the industry valuation logic. In terms of targets, FLNC (Buy) secured exclusive battery partner qualification for Nvidia DSX Vera Rubin, data center pipeline projects reached 12GW, up 30% sequentially; CATL (Buy) has about 30% global energy storage market share, already used in Shanghai SenseTime data center; Tesla (Neutral) 2025 energy storage deployment 46.7GWh, energy business 2028 estimated revenue 29 billion USD; Energy Vault (Neutral) received 6x EV/EBITDA valuation; LGES (Buy) North America ESS capacity expected to reach 50GWh by end of 2026. Canadian Solar, Ford, Samsung SDI, Shoals, Sungrow are also worth watching. Goldman Sachs emphasizes the need to distinguish those with real order support

Odaily News: U.S. Senator Ron Wyden has sent a letter to Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer, urging that any version of the "Digital Asset Market Clarity Act" considered by the Senate retain Section 604 to protect non-custodial blockchain developers who do not control user assets. Ron Wyden stated that developers should not be considered money transmitters simply because they create or publish software that allows users to manage their own digital assets. Coin Center Executive Director Peter Van Valkenburgh, the DeFi Education Fund, and Galaxy Digital Head of Research Alex Thorn have expressed support for this stance. Alex Thorn also noted that supporting developer protections does not mean Ron Wyden will endorse the entire CLARITY Act. Ron Wyden further stated that the provision does not protect developers involved in illegal activities and can direct law enforcement resources toward criminals and unlicensed money transmission businesses, rather than neutral software developers.
