Circle has submitted a comment letter to the U.S. Securities and Exchange Commission regarding proposed crypto asset regulation rules, supporting the promotion of innovation under clear rules while maintaining transparency, investor protection, market integrity, liquidity, and efficiency. Circle recommends that the relevant rules be aligned with the GENIUS Act and requests clarification that payment stablecoins compliant with the Act may be used for on-chain capital formation and settlement, and that they constitute "cash" under proposed Rule 302(b), subject to the corresponding USD valuation, accounting, and customer reserve treatment. Circle also recommends reducing the broker-dealer haircut for payment stablecoins compliant with the GENIUS Act from 2% to zero, and requests that the SEC clarify that technical services provided after network operation do not constitute necessary administrative functions, while establishing a safe harbor rule for technology roadmaps.

BIS Innovation Hub Releases Project Aurum Phase 2 Report, Exploring Privacy-Enhancing Technologies for Digital Cash

According to the BIS Innovation Hub, Project Aurum Phase 2 has been officially released. Built upon the existing Aurum codebase, this project develops a privacy-preserving digital cash prototype aimed at helping central banks and policymakers better understand how Privacy-Enhancing Technologies (PETs) can address the dilemma between privacy protection and regulatory compliance in digital cash systems. The prototype adheres to "Privacy by Design" and "Privacy by Default" principles, striking a balance between complete anonymity and full transparency while providing customizable features to meet compliance and operational requirements. The project emphasizes that privacy protection must be embedded directly into the digital cash architecture through technical measures, rather than relying solely on institutional safeguards, thereby minimizing the unnecessary exposure of personal and transaction data and preserving system integrity. The report also indicates that relevant features can be flexibly adjusted according to varying policy orientations and risk appetites, offering a reference for central banks when formulating policies in the digital payments sector. Concurrently, BIS recommends that central banks further investigate the application potential of PETs across broader scenarios.

US Proposes Adjusting Stablecoin Accounting Rules, Qualifying Tokens Could Be Classified as Cash Equivalents

Odaily reports: Blockchain project Tempo has released a report stating that the U.S. Financial Accounting Standards Board (FASB) is proposing to adjust stablecoin accounting rules, allowing qualifying tokens to be classified as cash equivalents on corporate balance sheets, potentially reducing accounting barriers to corporate stablecoin adoption.Under current accounting practices, stablecoins—even when fully backed by U.S. dollars—may not qualify for inclusion in a company's reported cash reserves, thereby affecting liquidity ratios and loan covenants. The proposed rules would allow companies to use stablecoins for payments and settlements, but would require them to have direct redemption rights against the issuer.Purchasing USDC through an exchange may not necessarily qualify for cash equivalent recognition. In its 2025 annual report, Coinbase classified USDC and other payment-type stablecoins as cash equivalents, based on its redemption arrangement with Circle. The public comment period for the FASB's proposed rules will run until November 19, after which the board will review feedback and determine the final accounting changes and effective date. The proposal comes as the market size of USD stablecoins has surpassed $300 billion. (Cointelegraph)

US Prosecutors Cite Bitcoin Fog Precedent to Support Trying Tornado Cash Defendant Roman Storm in New York

Odaily News: Bitcoin News posted on X platform that U.S. federal prosecutors informed Judge Katherine Polk Failla that the U.S. Court of Appeals for the D.C. Circuit upheld the conviction of Bitcoin Fog founder Roman Sterlingov on September 25, supporting the trial of Tornado Cash defendant Roman Storm in New York. The appellate court determined that Washington, D.C. has trial jurisdiction, reasoning that law enforcement officers had deposited approximately $250 worth of Bitcoin into Bitcoin Fog from Washington, D.C. Prosecutors argued that since user Shakeeb Ahmed accessed Tornado Cash from his apartment in Manhattan, the same logic applies. Roman Storm released this letter and noted that FinCEN withdrew its 2023 mixer reporting requirement on the same day, citing concerns that the proposal could suppress legitimate activity.

US DOJ Cites Bitcoin Fog Precedent to Oppose Roman Storm's Acquittal Motion

Odaily reports: The U.S. Department of Justice (DOJ), in a filing submitted on Monday, cited the appellate ruling in the case of Roman Sterlingov, the operator of cryptocurrency mixer Bitcoin Fog, as supplementary grounds for opposing Tornado Cash developer Roman Storm's acquittal motion.U.S. prosecutors stated that the ruling supports their position that the Southern District of New York is the proper venue for the trial. Prosecutors argued that Shakeeb Ahmed used Tornado Cash in a Manhattan apartment, and that this activity is sufficient to establish venue for the money laundering and unlicensed money transmission conspiracy charges against Roman Storm.Judge Katherine Polk Failla heard arguments on Roman Storm's acquittal motion in April 2026 but has not yet issued a ruling. A jury in August 2025 convicted him of conspiracy to operate an unlicensed money transmitting business, but failed to reach a unanimous verdict on the money laundering and sanctions conspiracy charges, with a retrial tentatively scheduled for April 26, 2027. Loss of approximately $538,000: A dormant MakerDAO liquidation bot proxy was drained of 200 WETH

a new address funded via Tornado Cash extracted 200 WETH on October 6 from a dormant MakerDAO ETH-A liquidation bot proxy, causing losses of approximately $538,000. The upgradeable proxy had won 4 ETH-A liquidation auctions in 2020, namely auctions #1457 through #1460, earning 50 WETH each, but never called deal(), leaving the collateral stuck in the Flipper. The implementation contract's exit function was not protected by ds-auth, allowing any caller to trigger it: first calling deal() on the aforementioned old auctions, then transferring the collateral to the keeper via Vat.flux, and subsequently calling GemJoin.exit to send the 200 WETH to a caller-specified address and unwrap it into ETH. The MakerDAO core contracts operated as designed; the vulnerability lies in the third-party bot's exit function lacking access controls.
