As negotiations with their Republican colleagues broke down last night, there remains a clear divide over whether the BRCA compromise proposal adequately addresses law enforcement concerns—leading Democrats to lean toward collectively voting “no.” Earlier negotiations between bipartisan Senate groups on at least two outstanding issues related to the Clarity Act also ended without resolution. The deliberation will officially begin at 10:30 a.m. Eastern Time, and the final outcome remains to be seen.
